Steve Horton is a life-long resident of Newton County. Since graduating from Newton High School in 1974, Steve has earned a Bachelor of Business Administration (BBA) degree and a Master of Public Administration (MPA) degree. He has been employed full-time by the City of Covington for more than three decades and he taught for approximately five years at Mercer University in their undergraduate program, on a part-time basis. While employed by the City of Covington, Steve has worked in and managed various departments and divisions and he has held a number of top-management positions including Police Chief, Public Works Director, Deputy City Manager, and of course his current position as City Manager. During his employment with the City of Covington, Steve serves or has served on numerous boards and/or committees. Steve and his wife Mary have one child and two grandchildren.
