GEORGIA UNIFORM RULES OF THE ROAD

There is adopted as and for the traffic regulations of the city with like effect as if recited herein, Chapter 6 of Title 40 of the Official Code of Georgia Annotated, known as the Uniform Rules of the Road, as fully as if same were set out herein including all future amendments to the aforesaid Uniform Rules of the Road.

10.08.011 Through traffic in residential districts.
A. In any district of the city zoned R-1, R-2, R-3, R-4 or R-P, through traffic of tandem axle vehicles or any other motor vehicle with a carrying capacity in excess of one and one-half tons is prohibited. As used in this section the term "tandem axle" shall be defined as provided in Section 32-6-26(a)(7), Official Code of Georgia Annotated.
B. Authorized emergency vehicles and school buses shall be exempt from the prohibition of this section. As used in this section the terms "authorized emergency vehicle" and "school bus" shall be defined as provided in Sections 40-1-1(5) and 40-1-1(55), respectively, Official Code of Georgia Annotated.

10.08.020 Parking regulations.
A. Subject to the provisions of O.C.G.A. § 40-6-200(c), angle parking may be permitted on any city street, provided that the city engineering department has determined that the street is of sufficient width to permit such parking without interfering with the safe and free movement of traffic.
B. The duration of parking of a vehicle in a single parking space shall be limited to two hours on all streets bounding the city square and on all streets forming the boundaries of the eight city blocks within one block distance from the city square, except those parking spaces contiguous to the city square.
C. Parking of a vehicle in any parking space located on the streets designated in Paragraph B of this section, including those parking spaces contiguous to the city square, for over twelve (12) consecutive hours shall be a violation punishable as provided in Chapter 1.12 of this code.

10.08.030 Penalties.
Unless another penalty is expressly provided by law, every person convicted of a violation of any provision of this chapter shall be punished by a fine of not more than five hundred dollars ($500.00) or by imprisonment of not more than thirty (30) days, or both such fine and imprisonment.

MISCELLANEOUS REGULATIONS

It is unlawful for anyone to drive any vehicle of any kind over or across any firehose of the city.

10.12.020 Railroad trains.
A. It is unlawful for the directing officer or the operator of any railroad train to direct the operation of or to operate the same in such a manner as to prevent the use of any street for purposes of travel for a period of time longer than five minutes, except that this provision shall not apply to trains or cars in motion other than those engaged in switching.
B. It is unlawful for any railroad train, engine, or car to be operated in the city at a rate of speed in excess of forty (40) miles per hour.

ROLLER SKATES, SKATEBOARDS AND SIMILAR DEVICES

10.16.010 Use of roller skates, skateboards, coasters, toy vehicles and similar devices restricted.
A. No person upon roller skates or a skateboard or riding in or by means of any coaster, toy vehicle or similar device shall go upon any street or roadway except while crossing a street on a crosswalk, and when so crossing such person shall be granted all of the rights and shall be subject to all the duties applicable to pedestrians. This paragraph shall not apply to any street which has been designated as a play street by duly adopted resolution of the city.
B. There shall be no such skating or riding on the sidewalks except in expressly designated areas and under such terms and conditions as are authorized by duly adopted resolution of the city.
C. It is unlawful for persons so skating or riding on such designated play streets or on sidewalks in areas designated as provided in subsection B of this section to take hold of or hang onto any automobile or other vehicle, or in any way to interfere with the natural progress of vehicular traffic along such play streets, or for two or more persons to join hands while so skating or riding on such designated sidewalks. Any persons so skating or riding shall yield the right-of-way to and in no way interfere with pedestrians on such designated sidewalks.
D. Any person violating any provision of this section shall be subject to the penalties provided in Section 1.12.010 of this code; provided, however, that any such offenses committed by an offender under the age of seventeen (17) years shall be processed as provided by Georgia law creating juvenile courts.
E. The parent of any child or the guardian of the person of any ward shall not authorize or knowingly permit any child or ward to violate any of the provisions of this section.

MOTORIZED CARTS

10.18.010 Findings; definition.
The city council finds that all streets located within the corporate limits of the city, other than the streets hereinafter specifically excepted, are designed and constructed so as to safely permit their use by motorized carts in combination with regular vehicular traffic. "Motorized cart" as used in this chapter is defined as an electric or gasoline powered motor vehicle, having no less than three wheels and an unladen weight of one thousand three hundred (1,300) pounds or less, commonly called a golf cart, which is not designed for speeds in excess of twenty miles per hour.

10.18.020 Registration; inspection certification.
A. The owner of every motorized cart operated on the streets of the city shall cause such cart to be registered with the Covington police department within ten (10) days of the date of its purchase. Upon such registration the Covington police department shall issue two numerical identification decals to the owner and shall maintain a record of each identification number, along with the name and address of the registered owner. The identification decals shall be affixed to the front windshield and rear fender area of the cart so as to be fully visible when the cart is in operation.
A registration fee of fifteen dollars ($15.00) for each cart shall be payable at the time of registration, and the registration shall be effective for a period of five years. If the cart is transferred to another owner for operation in the city, the registration shall also be transferred to the new owner within ten (10) business days of the date of transfer of the cart, and a transfer fee in the amount of fifteen dollars ($15.00) paid to the city.
B. 1. The exhaust system of every registered cart which is powered by a gasoline engine shall be maintained in proper working condition.
2. It is unlawful for any registered cart on which any device installed thereon by the manufacturer for the purpose of controlling exhaust emissions has been removed or altered so as to interfere with its operation to be operated on any city street.

10.18.030 Operation regulations.
A. Operation of motorized carts in the city shall comply in every respect with the requirements of Georgia law, including, without limitation, the provisions of O.C.G.A. Sections 40-6-330 and 40-6-331, and all other statutory regulations applicable to vehicular traffic and safety equipment.
B. Only persons possessing a valid driver's license or instruction permit issued by the state of Georgia, another state of the United States of America or an appropriate international agency shall be permitted to operate a motorized cart on the streets of the city.
C. Motorized carts shall not be operated on sidewalks in the city.
D. Motorized carts shall not be operated on the following streets within the city:

Maps showing prohibited streets will be kept on file and available for public inspection during regular business hours at the Covington police department and the city of Covington Transportation Manager's Office.
E. Motorized carts may cross the streets listed in subsection D. of this section only at intersections with streets that cross the said streets.
F. Crossing of Georgia state highways by motorized carts shall only be permitted at crossings approved by the Georgia Department of Transportation.
G. Motorized carts shall not be operated on or across any street for which the speed limit is set at greater than thirty-five (35) miles per hour, nor on or across any street on which such operation is determined by the mayor and council to be otherwise unsafe.
H. Golf carts shall only be operated on city streets that are posted with signage authorizing such operation as required by O.C.G.A. 40-6-331. Signage will be erected on a case by case basis when requested of and approved by the city of Covington mayor and city council.

10.18.040 Penalties.
Any person who is convicted of violating the provisions of this chapter shall be punished as provided in Chapter 1.12 of this code.
