City Clerk/Finance Director             John H. Grotheer, Jr.        John has been employed with the City since May 1996. Mr. Grotheer has attained the status of Certified Municipal Clerk (CMC) from the International Institute of Municipal Clerks (IIMC) and holds a BBA Degree in Accounting from Savannah State University and an MBA Degree from Troy State University. Mr. Grotheer serves as the Department Head of Administration that includes the areas of financial analysis, treasury, accounting, budgeting, purchasing, customer service and records management. Active in professional affiliations he is a member of the Georgia Municipal Clerks and Finance Officers Association and Kiwanis of Covington.        The City Clerk's Office is the custodian of all official records, council minutes, and archives of the City. Citizens who wish to inspect, and/or copy city records are asked to contact the Clerks's office in advance, 770-385-2000, located at City Hall, 2194 Emory Street, Covington, Georgia. The hours of operation are Monday-Friday 8:00 a.m. to 5:00 p.m.
