Oversees, organizes, directs, and reviews general procedures, methods and results of cash management, accounting, payroll processing, accounts payable processing, miscellaneous billing, internal auditing, and other accounting functions.
Assists the Finance Director in the establishment and maintenance of internal control procedures and assures that state and national standard accounting procedures are maintained.
Manages operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Assists the Finance Director in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other departments and agencies as needed.
Assists the Finance Director in the preparation of annual budget requests; and in monitoring City revenues and expenditures to assure sound fiscal control and the effective and efficient use of budgeted funds, personnel, facilities and time.
Assists the Finance Director in the preparation of the financial analysis of operations for guidance for City Manager and City Council; and prepares governmental reports as directed by the Finance Director.
Maintains accounting records and reports; performs double entry bookkeeping in journal; files records and reports.
Supervises and makes journal entries to balance and close monthly books in general ledger; revenue and expense accounts; reconciles general ledger and subsidiary ledger accounts.
Supervises the reconciliation of cash accounts.
Issues oral and written instructions; assigns duties and examines work for exactness, neatness and conformance to policies and procedures.
Assists the Finance Director in developing financial studies and plans; forecasts, estimates, and monitors the financial condition of the City to assure the fiscal well being of the City.
Assists in the preparation of the City Budget and compilation of other data; and assists in the preparation of reports which outline the city’s financial position in areas of income, expenses, and earnings, based on past, present, and future operations.
Directs and assists in preparation of the comprehensive annual financial report.
Assists with coordination and preparation for the annual audit of the City’s budgeted finances and accounts.
Performs the duties of the Finance Director in his or her absence and other duties as required.
