2. Discussion of the minutes from the Regular Council Meeting held on February 2, 2026.
3. Discussion of second Public Hearing and final reading for the Amendment to the Development Impact Fee Ordinance, Chapter 15.52 and Fee Schedule.
“AN ORDINANCE OF THE CITY OF COVINGTON, GEORGIA, TO AMEND THE COVINGTON MUNICIPAL CODE, ENACTED AND ADOPTED ON THE 16TH DAY OF OCTOBER, 2001, AS AMENDED BY PREVIOUS AMENDMENTS, TO ALTER CERTAIN PROVISIONS OF TITLE 15 OF THE SAID CODE OF ORDINANCES FOR THE PURPOSE OF AMENDING CHAPTER 15.52 (DEVELOPMENT IMPACT FEES) TO ADD A PARKS AND RECREATION COMPONENT AND ESTABLISH A NEW FEE SCHEDULE; TO REPEAL CONFLICTING ORDINANCES AND FOR OTHER PURPOSES.”

5a. Approval of task order from A&S Paving to complete Newton Drive Pipe Replacement Phase I, under annual contract for stormwater rehabilitation for the estimated project cost of $125,629.30.
6. Discussion of Public Hearing and first reading of Zoning Ordinance Amendment to Sec. 16.16.190 – Special Events, Sec. 16.20.720 – Temporary Commercial Use (retail), Sec. 16.08.010 – definitions, and Sec. 16.16.020.
7. Discussion to expend up to and not exceed the budgeted amount of $2,000,000 on the Newton Drive Improvement Project to repair additional water mains, meters, and fire hydrants, repair voids and structural concerns in the roadway and allocate to the Transportation Department for asphalt.
8. Discussion of request for an exception to the purchasing policy and selection of South Georgia Fiber Solutions, for a bid of $94,913.88, for Covington Utility Complex fiber optic cable construction project, and budget amendment.
